If You Were Governor of Your State, How Would You Spend a Budget Surplus? A surplus budget in tenure is a phase when income or receipt exceeds outlay or expenditure. Surplus is an indication that the government is being effectively managed and stronger in financial pretext. This also conclude that a country is prosperous and on the way toward development. I will be using money to cut taxes, pay unfunded pensions, rainy day funds, education and infrastructural funds. I will be assigning a certain ratio for all of the above with suggestion and confidence of public, intellectuals and government officials.
